Cetuximab

Beginning weekly dose 400 mg/m\^2 IV over 1-2 hours, and 250 mg/m\^2 weeks 2-6.

DRUG

Carboplatin

AUC 2 weekly for 6 courses.

DRUG

Paclitaxel

135 mg/m\^2 weekly for 6 courses.

PROCEDURE

Conventional Surgery

Following induction in second part of study.

Radiation Therapy
